Tokió, August 30, 1906.

WITH reference to my telegram No. 89 of the 25th instant, I have the honour to transmit herewith translation of a note from the Minister for Foreign Affairs informing me that Dalny will be open to foreign trade on the 1st September next; that no export or import duties will be levied upon goods leaving or entering the Province of Kuan-tung through Dalny, and that foreign vessels will be allowed to ply between that port and the open ports of the Empire of Japan.

I HAVE the honour to inform your Excellency that the Imperial Government have decided that Dalny shall be opened to foreign trade on the 1st September next, and have resolved that it shall be a free port, and that no export or import duties shall be imposed upon goods exported from or imported into the Province of Kuan-tung through Dalny. Further, on and after the 1st September the Imperial Government will permit foreign merchant-vessels to ply between Dalny and open ports within the Empire of Japan and to engage in trade.
